Staff - Grants Awarded 2008 - Previous Awards - Partners

The Grants Department supports new projects at The Cobb and Douglas County Community Services Boards and demonstrates to federal, state, and local funders the value of sustaining innovative work.

Under the leadership of Tod Citron, the grant’s initiative began in 2001 with funding from the Department of Labor and the Office of Disability Employment Policy that ignited our Customized Employment program. Since then the CSBs have been awarded over 50 federal, state, and local grants that have not only funded our best practice programming but also fostered partnerships with dozens of local and national organizations and universities.

The grant program is now overseen by Kathleen Murphy with the support of Janet Baty.

STAFF

Kathleen Murphy, began with our organization as an intern in our Developmental Disability program and was hired over a year ago. She earned her Masters in Social Work with a concentration in Macro-Practice and Community Building from Georgia State University and Bachelors in Social and Behavioral Sciences from the Ohio State University.

Janet Baty has been with the CSBs for over 5 years. She began her work as Office Manager at Douglas Outpatient Services, utilizing her previous experience in IT, sales, and customer service. Currently she divides
her time between support for all Outpatient Services and the Grants Department at the Administration office.

Both Kathleen and Janet are members of the American Association of Grant Professionals. Since they came on board, the CSBs have been responsible for bringing in over 10 million dollars of grant funding into Cobb and Douglas Counties.

GRANTS AWARDED IN 2008
The following is the list of grants that we have been awarded thus far in 2008!

State Department of Education (2008-2009) - Funding for a teacher, support staff, and equipment at our CSB Hartmann Center.
DHR/MHDDAD (Department of Human Resources: Mental Health, Developmentally Disabilities, & Addictive Diseases), Summer Recreation Program (2008) - Summer day camp partnering with KidsNet using the principles of UMATTERR for youth ages 8-16 (Utilizing Media and Technology to Encourage Recovery and Resiliency).
Department of Education, Safe Schools and Healthy Students (2008-2012) - Partnering with Cobb County School District, Juvenile Court, and Sheriff’s Office, to enact Success For All Students initiative that provides programs, services and activities at 20 elementary, 9 middle and 5 high schools. Including the provision of prevention, early and intensive strategies for students re-entering schools from juvenile justice or alternative school placements; identify those at-risk of SA; and, implement mentoring and parental involvement programs, school-based therapeutic services, early child social and emotional learning programs to increase early school readiness.
BJA (Bureau of Justice Assistance), Justice and Mental Health Collaboration (2008-2011) Project S.A.F.E. (Serving Adolescents and Families Effectively) - Diversion program for juvenile offenders with mental health problems between ages 12-17. This is an extension of our currently successful SAMHSA funded Youth Offender Re-entry Program.
Governor’s Office for Children and Families’ Caring Communities for Children and Families grant program (2008-2011) - Expand and enhance the KidsNet Douglas System of Care for children and adolescents with severe emotional and/or behavioral disturbances and their families.

PAST GRANT AWARDS
The following is a list of our grant awards, many still acitve.

  • Cobb County Detention Center (Ongoing) for Staffing at the jail.
  • Department of Community Affairs Housing and Urban Development, Emergency Shelter Grant (2007-2008) -Expenses for Shelter Plus Care I, II, III, & IV
  • Bureau of Justice Assistance, Learn to Earn Post-Release (2007-2008)-This project delivers the collaboration, services, supports, and linkages necessary to help adult offenders recover from mental illness and develop plans and resources for supported self-employment tailored to their individual strengths. In addition, adult offenders and their families will also be given access to funding and referrals for ancillary social services such as gas cards, clothing, child care, bus tokens, and medication.
  • Department of Education, Learn to Earn/Life Skills (2006-2008) – Self-employment programming and supports (training and technical assistance) for prisoners in the Cobb Adult Detention Center. This increased access to new opportunities and facilitated their movement out of crime and poverty through economic self-sufficiency.
  • Department of Education, Marietta Cares for K.I.D.S. - Mental Health Integration (2007-2009) The Marietta Cares for K.I.D.S. (Knowledge and prioritization of problems; Identification of risk and protective factors; Development of interventions; Scaling-up and Monitoring) Initiative will utilize a public health framework to plan and implement school-linked mental health services.
  • Social Security Administration (2006-2010) - Using employment as a tool for people in the recovery process with mental illness. The Cobb County Community Services Board has been selected as a demonstration site in the Dartmouth Mental Health Treatment Study being conducted by Westat, made possible by funding from Social Security Administration. The CCCSB was selected to be one of 21 sites nationwide based on its high fidelity to the supported employment model. Overall, this study is examining the value of eliminating programmatic work disincentives, establishing an accurate diagnosis, and delivering appropriate mental health and employment supports for Social Security Disability Insurance beneficiaries.
  • HUD, Multi-Agency Supportive Housing (2004-Renewed Annually) - Provide 12 transitional housing units in Cobb County for individuals with substance abuse, mental health, or dual diagnosis disabilities. These funds can pay for rent, utilities, portion of Case Managers' salary, household supplies, education/training, child care, and transportation.
  • U.S. Department of Transportation and the Atlanta Regional Commission (2008-2009) - Project UTS TECH (Technology, Employment, Collaboration, Human Service Transportation) will improve transportation services through the use of technology and individualized planning to improve transportation mobility, safety, payments, and productivity. These improvements, made possible by findings from the Atlanta Regional Commission, will result in larger numbers of individuals with disabilities being able to locate reliable and safe transportation to and from work.
  • DFCS, Promoting Safe and Stable Families (Family Preservation) (2007-2008) - For our Mothers Making a Change Program to provide safe family reunification through counseling, education, case management and residential support services. Multiple families are served through these grant funds every month based on family size. Services paid through these funds include rent, a portion of Case Manager's salary, education and training, household and program supplies, and treatment services.
  • HUD & Marietta Housing Authority (MHA) Shelter Plus Care I – C (1995-2010) - 24 Units provide support services to homeless. Shelter Plus Care programs provide housing and delivery of support services (to include detox services, case management, supportive employment, psychiatric services, Certified Nursing Specialist services, pharmacy, mental health treatment, and substance abuse treatment) to individuals with mental illness and/or substance abuse issues, specifically for homeless individuals and women.
  • HUD & Georgia DCA Shelter Plus Care I – D (2003-2008) -15 Units for permanent supportive housing
  • HUD & MHA Shelter Plus Care II – C (2003-2008) - 12 Units provide support services to homeless.
  • HUD & Georgia DCA Shelter Plus Care II – D (2004-2009) - 27 Units for permanent supportive housing.
  • HUD & MHA Shelter Plus Care III - C (2005-2010) - 5 Units provide support services to homeless men.
  • HUD & Georgia DCA Shelter Plus Care III - D (2007-2010) - 10 Units of permanent supportive housing for women & children.
  • HUD & Georgia DCA Shelter Plus Care IV - D (2007-2009) - 4 Units for women & children.
  • HUD & Georgia DCA Supportive Housing D (2005-2006) - These grant funds are allocated to cover the expenses for utilities, telephone service, repair services and household supplies.
  • HUD, Supportive Housing Program Services- C (2006-2009) - Case Manager
  • Regional Commission on Homelessness & United Way (2007-2009) - Case Management for 2 grants: Shelter Plus Care II
  • CDBG -Cobb Development Block Grant, We Care Mobile Services (2008-2009) Purchase 3 vehicles Residential transportation.
  • Substance Abuse & Mental Health Services Administration (SAMHSA), Young Offender Reentry Program (2005-2009) - The Youth Offender Reentry Program offers best practice substance abuse treatment and systems linkage services to youth that have recently been incarcerated and are reentering the community. This program serves a minimum of 40 adolescents a year, ages 14-18.
  • Children & Youth Coordinating Council (CYCC), Youth Customized Employment Program (2005-2007) - The Youth Customized Employment Program provided career assessment and job matching to youth involved or at high risk of involvement with the court system. This program served Cobb County youth between the ages of 15-17.
  • DOL (Department of Labor/ETA (Employment Training Administration), Compassionate Communities (2002-2003) - Training and career building for persons with disabilities.
  • HUD & Georgia DCA, Emergency Shelter Grant (2004-2006) - Construction of community room
  • Cobb CDBG, Facility Acquisition (2004-2005) - Purchased facility for Stabilization Unit. This facility is responsible for providing short term sub-acute care to individuals with mental health and substance abuse disabilities.
  • GA Council for the Arts, Office of the Governor; Cobb County Parks, Recreation & Cultural Affairs Grassroots Art Program (2005-2006) - Art supplies were purchased for clients with disabilities to produce artwork in various mediums.
  • GA DOE, Hartmann Center Residential Facility Grant (2007-2008) - Provided funding for 1 full time teacher, a part time paraprofessional teacher, facilities costs and instructor supplies for adolescents.
  • CTAA (Community Transportation Association of America), Joblinks (2005-2006) - Established the statewide infrastructure to improve, increase, and disseminate information about transportation for persons with disabilities.
  • DOL (Department of Labor)/ODEP (Office of Disability Employment Policy), Jobs for All (2002-2005) - Customized employment for people with disabilities.
  • SAMHSA, Meth Conference Grant (2006) - The Responding to Meth in the Community Conference was a regional information dissemination conference on methamphetamine.
  • CYCC, Mix-N-Mash (2006) - Equipment for youth music production program.
  • Cobb DFCS, Promoting Safe & Stable Families (Family Preservation) (Awarded Annually since 2001) - Provided residential supports, substance abuse treatment and case management to high risk families: substance abusing pregnant women and women with young children.
  • CYCC Mini Grant, Next Steps News (2005) - Used to purchase UMATTERR equipment.
  • Department of Labor/ETA, Project Access
  • DOL (Department of Labor)/ODEP (Office of Disability Employment Policy), Project Exceed (2001-2006) - Customized Employment for people with disabilities. Focused on building the capacity of the one-stop system to serve people with disabilities in non-stereotypical employment settings that are commensurate with their non-disabled peers. This program utilized a customized employment model to assist over 190 customers through self employment, local business collaboration, and resource ownership with wage employment or customized jobs in various settings.
  • DHR/FEMA/SAMHSA, Project Hope (2006-2007) - CSB assisted Hurricane Katrina evacuees in locating and maintaining mental health and substance abuse services. This program had a significant impact on those evacuees in the Cobb, Douglas and Cherokee County areas.
  • Marietta City Schools, Reconnecting Youth (2006-2007) -This program served to teach the Reconnecting Youth curriculum to students in the Cobb County School System. This grant allowed one Community Services Board employee to work up to eight hours a week teaching the curriculum in the school setting.
  • DOE, Safe Schools & Healthy Students (2005-2007) - Planning Grant for Cobb County District’s Success for all Students Project.
  • DHR, Summer Youth Initiative (2006) - Provided recreational services to youth enrolled in our programs that would not normally be able to participate in summer activities due to family financial strains.
  • DCA, Van Purchase (2007) - Special Project Local Assistance Grant.
